PSR规则的核心是限制俱乐部亏损额度，在截止日前不违反PSR规定的前提下，TA估算了各俱乐部2024-25赛季可承受的税前亏损金额。该估算基于2022-23及2023-24赛季已公布数据，构成俱乐部三年PSR周期的闭环。
